John Otto
State Representative John Otto was elected to the Texas House of Representatives in 2004. Representative Otto represents the citizens of District 18, which includes Liberty, Polk and part of Montgomery County. Currently, Representative Otto is the Vice Chairman of the Ways and Means Committee and is a member on the Appropriations Committee.
John Otto is a certified CPA with a BBA in accounting from Texas A&M University. John and his wife, Nancy, live in of Dayton, Texas.

HB 2 requires that the market value of a residence homestead be determined solely on the basis of the property's value as a residence homestead, regardless of whether the residential use of the property by the owner is considered to be the highest and best use of the property.

Rep. John Otto authored HJR 36 which was passed by voters on the Nov. 3 ballot. The bill amended the state constitution to provide for the appraisal of residence homesteads solely as a residence homestead, instead of appraising by the "highest and best use" standard that can cause appraisals to increase excessively.
