Affordable and reliable electricity is a vital prerequisite to a strong economy and growing population. House Bill 4012 expedites the permitting process for the construction of new electricity generating facilities.

By allowing businesses to deduct from the taxable margin compensation to independent contractors HB 832 alleviates some of the tax burden carried by businesses and allows them to reinvest that money on our economy and job creation.

Part of the TCC's Jobs for Texans plan is to increase adult education and workforce training programs.  House Bill 2812 helps our plan by improving and increasing funding for both adult education and workforce development.

House bill 1660 improves the administration of the property tax by requiring that one member of the board of directors of an appraisal district be elected.  The addition of an elected director and changes to the appointment of other directors will make appraisal districts more responsive to taxpayers. 

HB 2 requires that the market value of a residence homestead be determined solely on the basis of the property's value as a residence homestead, regardless of whether the residential use of the property by the owner is considered to be the highest and best use of the property.

Franchise taxes are harmful to businesses and should not be arbitrarily raised.  HJR 16 proposes a constitution amendment requiring any increase in the franchise tax rate to be approved by three-fourths of all the members of the Texas house.

Temporary Assistance to Needy Families (TANF) provides financial assistance to families who have fallen on hard times.  HB 3388 closes some exemptions to the TANF work activity requirements to make the system more efficient and help eliminate loopholes.

Children need health insurance.  HB 4288 requires Texas to develop a health plan for children of divorced parents who are unable to afford health insurance for their child.

HB 2746 proposes creating a School of Ethics, Western Civilization, and American Traditions (SEWCAT) at the University of Texas at Austin.  Its purpose is to foster an understanding of the intellectual origins and traditions of our government and society.

Smart meters coupled with advanced thermostats allow customers to monitor their electric usage and monthly bill.  HB 4011 requires the System Benefit Fund be used for its intended purpose and allows for the funding of in-home displays.
