  • Senate Bill 3 (89(2), Bettencourt, et al. | SP: Wilson, et al) requires the installation of outdoor warning sirens in flash flood-prone areas and assists local governments in covering the costs of installation.

  • Senate Bill 1 (89(2), Perry, et al. | SP: Darby, et al.) improves safety at youth camps by amending the application and renewal requirements for these camps, creating additional health and safety standards, and establishing additional requirements for emergency planning and preparation. 

​

  • House Bill 1 (89(2), Darby, et al. | SP: Perry) improves emergency preparedness at youth camps for natural disasters, lost campers, fires, transportation emergencies, severe illnesses and injuries, epidemics, serious accidents, fatalities, unauthorized or unknown individuals present, aquatic emergencies, and other designated emergency events. The bill also requires youth camp operators to develop emergency plans, follow additional health and safety standards, and maintain secondary internet connections to better receive emergency alerts.

  • House Bill 20 (89(2), Darby, et al. | SP: Perry) protects Texans from fraud and theft during times of vulnerability by creating new criminal offenses and civil liabilities for theft and malicious solicitation in the course of disaster recovery. Additionally, the bill supports vulnerable Texans by creating processes to assist disaster victims in identifying reputable nonprofit organizations and financial institutions that support disaster relief efforts.

  • House Bill 4341 (McLaughlin | SP: King) requires critical infrastructure facilities in Texas to provide the Texas Division of Emergency Management (TDEM) with an accurate emergency response map of their facility and an opportunity to tour the facility using the map to verify its accuracy. The bill also requires TDEM to establish and administer a grant program to provide the required mapping services.

  • Senate Bill 767 (Sparks | SP: Fairly, et al.) directs the Texas Forest Service to create and administer a statewide database of firefighting equipment available for use at any given time for responding to wildfires.

​

  • House Bill 1584 (Hull, et al. | SP: Schwertner) requires electric utilities to maintain a list of facilities that they are required to give priority to for the restoration of power during power outages. These facilities include hospitals, police stations, fire stations, critical water or wastewater facilities, and confinement facilities operated by or under a contract with any division of the Texas Department of Criminal Justice.
