House Bill 18 (89(2), Shaheen, et al. | SP: Hinojosa, Adam) limits the ability of members of the Texas Legislature to engage in out-of-state quorum breaks by prohibiting them from accepting political contributions or making political expenditures during a quorum break. Those who violate this prohibition will be subject to a fine of up to $5,000 for each violation.

House Bill 12 (Bell, Keith, et al. | SP: Parker) establishes efficiency audits of state agencies, which are evaluations of the economy, efficiency, and effectiveness of state agency operations.

House Bill 223 (Capriglione, et al. | SP: Middleton) improves transparency relating to municipal lobby contracts by requiring municipalities to obtain lobbying and similar services through a competitive procurement process.

House Bill 762 (Leach, et al. | SP: Bettencourt) caps the amount of severance pay for the employees and independent contractors of political subdivisions at the amount the worker would have typically earned in a 20-week period. Additionally, the bill prohibits severance pay if the worker were terminated for misconduct and requires political subdivisions to post severance agreements on their website.

House Bill 2440 (Curry, et al. | SP: Parker) prevents state agencies from prohibiting or restricting the sale, use, or ownership of a vehicle based on the vehicle’s energy source. Additionally, the bill prohibits Texas’s air quality state implementation plan from restricting the purchase of motor vehicles.

House Bill 3700 (Vo, et al. | SP: King) requires the Texas Workforce Commission to develop procedures to prevent, detect, and investigate fraud, waste, and abuse in the administration, provision, and delivery of all programs and services, as well as a method for individuals and employees to report incidents of fraud, waste, and abuse.

House Bill 5033 (Bell, Keith, et al. | SP: Flores) automatically repeals emission inspection programs in Texas if the United States Congress repeals the Clean Air Act or eliminates the mandate for these programs, or if a federal constitutional amendment to grant states authority to do so is ratified.

House Joint Resolution 98 (Vasut, et al. | SP: Birdwell) applies to the United States Congress to call a convention under Article V of the United States Constitution for the purpose of amending the Constitution to impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office of federal officials and congressmen.

Senate Bill 785 (Flores | SP: Guillen, et al.) prevents municipalities from unreasonably regulating or restricting the installation of new HUD-code manufactured homes.

Senate Bill 1957 (Hagenbuch | SP: Hickland) prohibits individuals who have been convicted of, or received deferred adjudication for, a felony from serving on a civilian oversight board that monitors police officers and firefighters. This should increase confidence in the honesty and integrity of civilian oversight boards.
