  • House Bill 14 (Harris | SP: Schwertner) establishes the Texas Advanced Nuclear Energy to provide strategic leadership for the advanced nuclear reactor system in Texas. The office will be responsible for promoting the development of advanced nuclear energy, identifying barriers to the financial viability of nuclear energy generation, and identifying the regulatory and licensing complexities that increase risk to developers of nuclear energy. Additionally, the bill creates the Texas Advanced Nuclear Development Fund to fund grant programs that support the completion and operation of advanced nuclear reactor projects.

  • Senate Bill 6 (King, et al. | SP: King) establishes standards for interconnecting large load customers within ERCOT and requirements for net metering arrangements between generation facilities and new large load customers. Additionally, the bill requires ERCOT to develop protocols to enable load curtailment from large load customers when the grid is stressed. SB 6 provides Texas with the tools necessary to maintain grid reliability while maintaining a pro-business regulatory environment.

  • Senate Bill 7 (Perry, et al. | SP: Harris) addresses Texas’s long-term water supply deficit by protecting freshwater aquifers, preserving local control over surface water rights, authorizing the Texas Water Development Board (TWBD) to import out-of-state water, expanding eligibility for the New Water Supply for Texas Fund, prioritizing rural wastewater treatment projects for Water Fund assistance, and adding the Flood Infrastructure Fund to the Water Fund structure, which allows flood infrastructure projects to benefit from the Water Fund's constitutionally dedicated funding.

  • Senate Bill 75 (Hall, et al. | SP: Wilson) establishes the Texas Grid Security Commission to evaluate hazards to, and any vulnerabilities of, the ERCOT electric grid.

  • Senate Bill 2037 (Sparks | SP: Patterson, et al.) creates an expedited permit application for projects that construct or modify liquefied natural gas export terminals.

​

  • House Bill 2890 (Patterson, et al. | SP: Parker) authorizes the governor to develop and execute an interstate compact for the liquified natural gas (LNG) industry among states that border the Gulf of America.

​

  • House Bill 3159 (Darby | SP: King) provides an exemption from the severance taxes of 7.5 percent of the market value of produced gas and 4.6 percent of the market value of produced oil for certain inactive oil or gas wells that receive a restimulation treatment.

  • Senate Bill 2321 (King | SP: Bell, Keith) authorizes the Texas Commission on Environmental Quality (TCEQ), upon notification from the Electric Reliability Council of Texas (ERCOT) that the electrical demand cannot be met or that an electrical grid reliability issue is present, to waive enforcement of emission or hours of operation limits for power generation facilities and on-site backup generators.

  • Senate Bill 1261 (Perry | SP: Gerdes) amends statute concerning the financing of water supply and infrastructure projects. The bill permits political subdivisions to issue obligations for water supply projects that have a capital cost of $750 million or more and are a recommended water management strategy in the state’s water plan.

​

  • Senate Bill 2148 (Hall | SP: Slawson) requires the Public Utility Commission (PUC) and ERCOT to conduct semi-annual simulated exercises with providers of electric generation service and transmission and distribution services in the ERCOT power region to ensure readiness against any attack on facilities critical to the operation of the grid.
