SECOND AMENDMENT RIGHTS

-
Senate Bill 1596 (Hagenbuch | SP: Hayes, et al.) repeals the state’s prohibition on short-barreled firearms.

-
House Bill 3053 (Virdell, et al. | SP: Hall) prohibits municipalities and counties from organizing, sponsoring, or participating in gun buyback programs.

-
Senate Bill 706 (Schwertner | SP: Isaac, et al.) removes the governor as a determining party for recognizing reciprocity with other states for purposes of issuing a license to carry a handgun. Instead, the bill automatically recognizes any license to carry a handgun issued by another state. The governor does, however, maintain the authority to negotiate reciprocal recognition of a license to carry a handgun if another state requires such an agreement before recognizing a license issued by Texas.

-
House Bill 668 (Bell, Cecil, et al. | SP: Kolkhorst) extends the deadline for individuals to renew their license to carry a handgun to one year following the expiration of their license.

-
House Bill 4995 (Wilson | SP: Schwertner) requires the development of an initial and continuing education training course that leads to a certification for tactical medical professionals (TMP) who are licensed to carry a handgun. These individuals are medical professionals who provide medical services to victims, officers, and other persons alongside tactical units during high-risk incidents. Additionally, the bill creates a defense to prosecution from criminal offences relating to trespass by individuals who are licensed to carry a handgun and an exemption from criminal offences relating to the unlawful carrying of weapons and places where weapons are prohibited for certified TMPs.
